The role of the Training Needs Analysis provides a process whereby the organisation may maintain compliance with EASA Part 147 & Part 66 requirements in a “post” Regulation (EU) 1149/2011.

The requirement is for the TNA to include an analysis identifying all the areas and elements where there is a need for training as well as the associated learning objectives, considering the design philosophy of the aircraft type, the operational environment, the type of operations and the operational experience.

This analysis should be written in a manner which provides a reasonable understanding of which areas and elements constitute the course to meet the learning objectives.

The process to design and develop a course is an organisational process which is not considered part of the actual TNA. Rather the course should be able to demonstrate conformance with the specifications designed within the TNA.

The organisational process documented or referenced within the MTOE should identify the process and methodology whereby the TNA may be constructed and managed in an effective way

It is important to ensure the competence the TNA developer to ensure all elements are addressed in the correct way, essentially this requires a knowledge of the configuration of the aircraft including the descriptions of structure, systems, sub-systems & components together with the ability to present their design, operation, condition monitoring, documentation and maintenance in an acceptable way to facilitate understanding by the student.

Considering the TNA process

Define the course characteristics to include the aircraft configuration including Mods STC’s etc

Consider the Category & Level (B1, B2 or B1/2) and (level 1, 2 or 3).

Course length Full / Differences or Special

Create Syllabus detailed to the appropriate depth for the learning objectives) taking into account the above characteristics determine if additional content is required (even if not currently required by the regulation)

Ensure for Level 3 training sufficient detail should be referenced to ATA reference

Define the duration of course elements to correspond to descriptions for each applicable subject / chapter

Developing this report is straightforward report which identifies the estimated duration which is allotted to each subject for example – ATA / Subject / Required Level / Time / Training Methods

The purpose of consolidation is to take notice of existing Ads, Service Bulletin (SB’s) or Service Letters SL’s which have created a significant change of the aircraft design, operation or maintenance requirement.

Note that training methods and other training devices or tools can be considered to impact the duration. Examples would be a shortening of the necessary time by the use of interactive learning systems or the integration of theoretical and practical training courses
