As in all audits which focus on the assessment of competence we are looking at standards to measure against and we are looking at organisational processes by which these standards may be assessed in respect of the nominated individuals.

Considering Instructors (Basic Skills & Type)

As a pre requisite the instructors must have completed an Instructional Techniques course as well as being able to demonstrate an understanding of the EASA regulations related to EASA Part 66 & EASA Part 147. (Consider the evidence for this – several different ways – course evidence/ interview / completed exam!)

Instructors need in addition to be able to demonstrate a working level understanding of the Maintenance Training Organisations Exposition (MTOE) as well as the associated training procedures.

Note that Instructors may also hold other positions within the organisation – for example Knowledge examiner & Practical assessor (In each case the role and responsibilities must be clearly identified in the MTOE).

Considering Instructors (Type Training)

To hold an aircraft maintenance engineer’s licence AMEL to cover the relevant type together with a formal instructional techniques course. (Consider the evidence for this – several different ways – course evidence/ interview / completed exam!)

Alternatively – Hold an appropriate degree together with a formal instructor’s techniques course. (needs to complete a type rating course In the appropriate subject).

Or – Evidence of previous employment as an aeronautical type-training instructor (needs to complete a type rating course in the appropriate subject which is to be taught).

Instructor Train the Trainer OJT

Typically the Instructor attends a number of lessons relevant to the type-training course of the material to be delivered, following this the instructor should then prepare and deliver a training session under observation by the nominated assessor (training manager or delegated representative) before commencement of duties.

Considering Practical Assessors

The scope of authorization of each assessor should be listed in the MTOE – (part 1.5)

The Practical Assessor may hold a current Part 145 aircraft type authorization as well as an instructional and facilitators certificate and to have completed an assessor training course. (Consider the evidence for this – several different ways – course evidence/ interview / completed exam!)

Alternatively to hold a senior position as an avionic or mechanical support staff within a Part 145 maintenance environment and can prove practical experience of 6 months within the last 24 months.

Type Training Instructor should be able to demonstrate update training – Consisting of 35 hours training over 24 months to include awareness of the latest training techniques. Mods & SB’s etc. In addition attendance to relevant workshops and symposiums (details should be recorded and available for audit).

Concerning Basic Skills Instructor

In addition to the “pre requisite” previously mentioned to hold a Part 66 aircraft maintenance engineer license AMEL applicable to the relevant category/sub-category.

Alternatively to provide evidence of previous employment as instructor.

For module 1 & 2 an academic teaching qualification, relevant to the modules being taught is acceptable.

Typically the Basic Skills Instructor attends a number of lessons relevant to the module to be taught, following this the instructor should then prepare and deliver a training session under observation by the nominated assessor (training manager or delegated representative) before commencement of duties.

Basic Skills Instructor should be able to demonstrate update training – Consisting of 35 hours training over 24 months to include awareness of the latest training techniques. In addition attendance to relevant workshops and symposiums – Records should indicate when update training was scheduled and when it took place for each instructor / examiner and practical assessor.

Concerning Knowledge Examiner Requirements

All Knowledge examiners must be able demonstrate an understanding of the EASA Part 66 and 147 regulatory requirements and a practical working knowledge of the MTOE document and associated training procedures.

All Part 147 Knowledge examiners should be listed in Part 1.5 of the MTOE.

A Knowledge Examiner may also hold other positions within the training organisation. i.e. Engineering Instructor or Practical assessor: these other roles must be dearly identified against the individual within the relevant MTOE.
