It is necessary to manage the competence of Instructors, Examiners and Assessors to a standard which is documented by the EASA Part 147 оrganisation within the MTOE. In addition it shall be acceptable to the Competent Authority (CA).

Qualifying the Instructors Examiners and Assessors: (Part-147.A.105)

The minimum acceptable qualification required for the authorisation of Instructors will be as follows:

– Engineering apprenticeship or acceptable alternative basic training.

– 10 years aeronautic engineering experience or acceptable alternative

– Successful completion of a recognised “Instructional Techniques” course. (Note there is no industry recognised standard for this, so it needs to be “approved” by the quality system of the EASA 147 Organisation.)

– Appropriate initial training by manufacturer or approved training provider on all systems that he will be tasked to train on. (Manufactures Course or a course approved by an EASA Part 147 Organisation)

– Evidence of the above will be held in the Instructors / Examiners or Assessors personal file.

Initial Company Procedures training must be completed and also validated with a copy held in the Instructors / Examiners or Assessors personal file. (Тhis must happen prior to any activity being performed on behalf of the organisation)

Recurrent Company procedures training must be accomplished within 24 months from the initial training. (Contents of the recurrent training must be appropriate to the specific needs of the role and accepted by the Quality Manager).

Further qualification of instructors will include continuation and refresher training.

Continuation training will ensure that the instructor’s technical knowledge is kept updated. This training may take the form of formal courses, attendance at technical conferences and seminars or by reviewing new material sent through by system manufacturers.

Continuation training will also cover non-technical areas such as Human Factors in Maintenance.

Instructors will typically receive a minimum of thirty-five hours continuation/refresher training in any two-year period.

The individual needs of each instructor will be ascertained at the annual competency review at which time any individual staff members personal development will be discussed with the Quality and Training Manager.

The Training manager will carry out a continuing program of Instructor assessments the results of the assessment will be logged and used to track the performance of each Instructor. (This is a QC function)

The Training manager, will ensure that all Instructors are familiar with the requirements of Part-66 and Part-147. (The requirement to update on EASA regulations is particularly important due to the functional processes of EASA)

Airworthiness Directives (A.D.) updates shall be made available to the instructors as part of the supplement material which will be provided to each course being conducted.

All additional training required will be recorded and held on file.

As additional instructor approvals are added to the Instructors portfolio, relevant information will be recorded within the personal file and the capability will be added to the MTOE on the next revision or if necessary a temporary revision will be raised.

Course critiques will be reviewed by the training Manager and the results will be consolidated with the information being used in support of the Instructor Competence Management Process.
