Only approved Part-147 organisations are entitled to conduct type training courses in accordance with Article 6 of the Commission Regulation (EU) No 1321/2014.

To qualify for an organisational approval in respect of European Aviation Safety Agency (EASA) 147 basic or type training approval of Part 66 engineers it is necessary to have a quality system.

The primary objective of the EASA Part 147 Organisation Quality System is to support the effective delivery of the authorised regulatory function. It is required that all aspects of the EASA Part-147 organisations compliance should be checked every 12 months.

Consider that when we use the term quality system we are talking about elements both of QA & QC. It is important to have a clear understanding of the differences between the two.

First to consider Quality Assurance (QA) being delivered by the quality audit system and Quality Control (QC) being embedded within the production management delivery processes. We need to ensure that the QA process is delivered as an independent process which is supplemental to the various “QC” obligations, which place a burden of responsibility on the nominated and accepted persons (including the training manager and instructors to deliver training).

It is acceptable for audits to be carried either as one complete single exercise or (preferable) to be subdivided over the year period i.a.w. a scheduled plan. Ensuring that all elements required to demonstrate compliance are included in the audit.

Audits shall provide for a complete independent overview of the training system which is a QA function and as mentioned do not replace the need for instructors to ensure that they carry out training to the required standard.

The audit will generate an audit report / Corrective Action Requirement which if requiring any changes should be sent to the relevant department(s) for rectification action within an agreed and acceptable timeframe.

The Quality follow up system should not be contracted to outside persons. (Means that it is the responsibility of the accountable manager to have a detailed knowledge of any exposures which the business faces), in particular regular meetings between AM and staff to check progress on rectification.

It is necessary for the Maintenance Training Organisation Exposition (MTOE) together with any other associated procedures shall be acceptable to the competent authority. It is also necessary to ensure that proper training standards, competence and compliance with all relevant requirements in this Part.
