A proactive Safety Management System depends on the commitment of all  employees to identify organizational safety hazards. To deliver this objective in an effective way requires the Organisational SMS to deliver a strong message to ever employee.

The training objectives should include the organization’s safety policy and SMS fundamentals and overview. The contents should include the definition of hazards, consequences and risks, the safety risk management process, including roles and responsibilities and, quite fundamentally, safety reporting and the organization’s safety reporting system(s).

An organizational safety effort cannot succeed by mandate or strictly though mechanistic implementation of policies. Effective safety promotion sets the tone that predisposes both individual and organizational behavior and fills in the blank spaces in the organization’s policies, procedures and processes, providing a sense of purpose to safety efforts.

The amount of safety training should be appropriate to the individual’s responsibility and involvement in the SMS. The  Safety Manual should also specify safety training responsibilities, including contents, frequency, validation and safety training records management.

Safety training for operational personnel should address safety responsibilities, including following all operating and safety procedures, and recognizing and reporting hazards.  The training objectives should include the organization’s safety policy and SMS fundamentals and overview. The contents should include the definition of hazards, consequences and risks, the safety risk management process, including roles and responsibilities and, quite fundamentally, safety reporting and the organization’s safety reporting system(s).

The organization must also set in place processes and procedures that allow for communication among operational personnel and with the organization’s management.

To benefit from the advantages of a proactive SMS system organizations must make every effort to communicate their objectives, as well as the current status of the organization’s activities and significant events. Likewise, organizations must supply a means of upward communication in an environment of openness.

The provision of appropriate training to all staff, regardless of their level in the organization, is an indication of management’s commitment to an effective SMS.

A brief overview of the contents of in –company  SMS training and education should consist of the following:

a) a documented process to identify training requirements;

We need to know what training we are going to provide for each category and grade of staf

b) a validation process that measures the effectiveness of training;

Various measures may be employed to gauge the effectiveness of the SMS Training  – active feedback – questionnaires – tests – data from the SMS system

c) Initial (general safety) job-specific training;

Basic SMS training is applicable for all employees to lay out the structure of the Organisations Safety Management System.

d) Indoctrination/initial training incorporating SMS, including Human Factors and organizational factors;

The specific focus and objective of the organisations SMS training.

e) Recurrent safety training.

Once initiated SMS training should be integrated into the organisations recurrent training program.
