Where are the differences between Hazard Identification and Risk Management in a 145 environment and in an Operation?

In some respects the challenges are similar, however a significant number of exposures within the maintenance system actually have visibility which should have been understood but is only identified in the aftermath of an incident or accident.

The 145 is essentially a single entity where as the Operation is composed of a core which manages a vast number of Subcontracted services which can directly contribute to the exposure.

So we could take the viewpoint that to “get our house in order” should in fact be easier to achieve if we develop an internal process which is open transparent and in which our people believe.

Environment

The Environment is very specific and typically technical in nature, activities surrounding the Maintenance product are documented and managed in a specific way.

We operate with Tooling and Equipment which needs to be managed and controlled, we use Hangers, Hoists, Jacks and a multitude of other equipments all of which is subject to correct use and behaviours.

Documentation and Procedures

All activities within the 145 are managed using procedures which exist either as External  Regulations, Internal Requirements or Original Equipment Manufacture OEM and TCH Type Certificate Holder Procedures.

The effectiveness and the visibility of the Documentation and Procedures is key to reducing the risk and exposure.

People

The people in the Maintenance Environment are typically highly trained; Competence is increasingly being seen as a key element to support successful mitigation’s.

Throughout our 145 organizations and business we are dependent on our staff; moreover, managing the competences of all levels of employee is of major importance to the lowering of risk and exposure. The better able we are to manage our people the more effective will be the business process so this can also lead to a value adding process.

Culture of openness and willingness to report:

How we relate within the organization to the need to relate to and “use” the SMS system is a major factor which drives the effectiveness of the SMS system.

Are we focusing in this area of our business to understand who we can create a more open environment?

To move this forward we should ask our selves what opportunities do we have to measure our effectiveness in each of the following:

a) Environment

b) Documentation and Procedures

c) People

d) Culture of openness and willingness to report

Looking internally in both a general and specific way will create a foundation which we can use as a fundamental to driving forward our SMS.
