What is the Single European Sky (SES)?

The European air traffic management (ATM) system expects to handle over 50,000 flights daily by 2020. SES organises airspace into functional blocks, according to traffic flows rather than to national borders. Such a project was not possible without common rules and procedures at European level.

The Single European Sky was developed to meet the need for an integrated ATM system.

Launched by the European Commission in 1999, its primary aim is to meet future capacity and safety needs through legislation. With the Single European Sky second package (SES II), a step forward was made towards establishing targets in key areas of safety, network capacity, effectiveness and environmental impact. The Single European Sky drove the transformation of the role of EUROCONTROL, which could become the Network Manager of the European ATM network.

On the technology side, SES is supported by the Single European Sky ATM Research (SESAR) Programme, which will provide advanced technologies and procedures with a view to modernising and optimising the future European ATM network.

EUROCONTROL’s contribution

EUROCONTROL is assisting the European Union, contributing to both the regulatory and the technical elements of the Single European Sky, by:

  • Drafting implementing rules, guidance and technical regulatory material for the implementation of SES regulations,
  • Assisting the Member States in exercising their regulatory functions,
  • Identifying needs for new regulations for the complex new ATM technologies and procedures delivered by SESAR.

SECTION V ATM/ANS Article 40 Essential requirements

1. The provision of ATM/ANS referred to in point (g) of Article 2(1) shall comply with the essential requirements set out in Annex VIII and, if applicable, Annex VII. 2. Aircraft operating in the Single European Sky airspace, except those engaged in activities referred to in point (a) of Article 2(3), shall comply with the essential requirements set out in point 1 of Annex VIII.

Article 80 ATM/ANS

1. The Agency shall be responsible for the tasks related to certification, oversight and enforcement in accordance with Article 62(2) with respect to:

(c) the certificates for and the declarations made by the organisations referred to in Article 42, where those organisations are involved in the design, production or maintenance of ATM/ANS systems and ATM/ANS constituents, including where they contribute to Single European Sky ATM Research (SESAR) implementation, used in the provision of the services referred to in point (b) of this paragraph;

2.8. Airspace management

The designation of specific volumes of airspace for a certain use shall be monitored, coordinated and promulgated in a timely manner in order to reduce the risk of loss of separation between aircraft in all circumstances. Taking into account the organisation of military activities and related aspects under the responsibility of the Member States, airspace management shall also support the uniform application of the concept of the flexible use of airspace as described by the ICAO and as implemented under Regulation (EC) No 551/2004, in order to facilitate airspace management and air traffic management in the context of the common transport policy.
