Please be very careful when you see the terms AR and or OR in connection with EASA Part Operations regulations as these terms are now redundant.

How it Was going to be –

Part AR  – The key elements of Part-AR included the oversight of all persons and organisations exercising their activity within the territory of EASA Member States, a transparent process for the approval of alternative means of compliance and the transposition of the Safety Assessment of Foreign Aircraft (SAFA) Directive for ramp inspections of aircraft operated by  European Community or by foreign operators.

Part OR – Part-OR introduces common management system requirements integrating compliance monitoring and safety management provisions to ensure full compliance with the relevant ICAO standards. These can be adapted to the size of the organisation and nature and complexity of its activities.

Part-OR includes organizational requirements for commercial operators, operators of complex motor-powered aircraft, approved training organisations and aero-medical centres.

The initial plan according to EASA  was to arrange the entire rule structure into a single  “horizontal structure”, with a series of columns:

AR “Authority Requirements” (applicable to the competent authorities throughout Europe, and similar in concept to Section B of the current airworthiness-related implementing rules)

OR “Organisation Requirements” (applicable to all organisations involved in air operations),

OPS “Operations Requirements” (applicable to the operating of aircraft, rather than the organisations involved),

FCL CC etc “Personnel Requirements” (applicable to the personnel involved in air operations),

What happened !

EASA was instructed by the European Commission to change the initial structure and announced that the originally proposed Part-AR and Part-OR requirements will not appear as separate columns in the “horizontal structure“

The final solution is that they will be dismantled and redistributed amongst both the Operations Requirements and Personnel Requirements.

Part-Authority Requirements for Third Country Operators (Part-ART)

Part-ARA (authority requirements for aircrew)

Part-ORA (organisation requirements for aircrew)

As you can see from the above the structure has changed significantly, It is important to make sure you are reading the correct explanations, in order to understand the specific requirements appropriate to your particular area of concern.
