December 2017 sees the completion of the transfer from ICAO Annex 14 requirements, which are managed individually be each country and the requirement of Commission Regulation (EU) No 139/2014 of 12 February 2014. Which is a compliant EASA standard managed directly by EASA and the various competent authorities at national level.

SUBPART D — MANAGEMENT (ADR.OR.D) identifies the various requirements for an integrated aerodrome management system.

ADR.OR.D.005 Management system requires:

– Integrating a safety management system with defined lines of responsibility and accountability throughout the aerodrome operator, “direct accountability” for safety on the part of senior management;

– Safety policy, signed by the accountable manager; (and off course also “owned” by the AM)

– Process to identify hazards in operations (consider the challenge of getting people to understand interpret and identify such hazards which pose a “threat”

– Formal process that ensures analysis, assessment and mitigation of the safety risks in aerodrome operations;

– Safety Performance Verification – safety performance indicators SPI and safety performance targets SPT of the SMS means to validate the effectiveness of safety risk controls;

– Change Management system – ensuring measurement of safety performance

Any change potentially brings with it consequences, an effective change management system will identify such consequences and assess the risk (if any) and propose suitable mitigations.

Eliminate or modify ineffective safety risks – we need to make sure that our process are valid and to do things for the right reason. Efficiency is achieved when we can remove procedures which are no longer valid.

Formal process to review the management system identify any substandard & mitigate – It is challenging to measure the effectiveness of any system however the use of Service Level Agreements (SLA) and Key Performance Indicators (KPI) can provide a significant positive in delivering an effective process.

Safety training programme that ensures that personnel involved in the operation, rescue and firefighting, maintenance and management of the aerodrome are trained and competent to perform the safety management system duties.

Formal means for safety communication SMS awareness, critical information – rational for changing or introducing safety procedures.

SMS integration into Emergency Response ERP.

Process to monitor compliance with requirements.

All Key management system process to be documented.

The management system shall be proportionate to the size of the organisation to consider hazards & risks.

If Air Navigation System is also covered then Management System should address all activities.
