Introducing Flight Data Monitoring (FDM)

A Flight Data Monitoring Program assists an operator to identify, quantify, assess and address operational risks. It can be effectively used to support a range of airworthiness and operational safety tasks.

Effective Flight Data Monitoring Process

The FDM process essentially belongs to the Safety Management System (SMS) of an airline. Under both FAA and EASA regulations, it is mandatory for aircraft with a MTOW above 27 tons.

What are the common FDM challenges for Operators?

Consider the following as representative of the typical challenges which are encountered within the environment of Flight Data Monitoring (FDM)

a) Limited resources;

b) The relationships with top-management and unions;

c) The application of “just culture” or “safety culture” with reference to the use of FDM data;

d) The use of FDM to its fullest extent to support risk management and safety-monitoring activities within operators;

e) The balance between ensuring confidentiality and the use of data for adequate analysis and follow-up of safety issues.

f) Identify best practice with regards to data handling:

g) During day-to-day operations (transfer from the aircraft to the ground, handling of memory media, etc.);

h) Long-term: storage of data in a secure way and de-identification of data.

Why is there a need for automation in FDR raw data processing and analysis?

FDA team members should have an in-depth knowledge of SOPs, aircraft handling characteristics, aerodromes and routes to place the FDA data in a credible context.

All FDA team members need appropriate training or experience for their respective area of data analysis.

Automated analysis processes can be used to enable the detection of abnormal events and deviations and events are categorized based on their level of severity providing for Statistical analysis and reporting of events by phase of flight, single event deviations, combined events, risk detection events, etc.

How effective FDM moves the safety department focus on investigating hazards and performing corrective actions

The aviation community is under constant pressure to achieve safety improvement. Flight Data Monitoring (FDM) offers an efficient solution to this challenge. It is a process which routinely captures and analyses recorder data in order to improve the safety of flight operations. With the pro-active use of recorded flight data from routine operations as a source and driver used to improve aviation safety.

How to make the right conclusions for increasing the flight safety based on effective FDM process

Using SOPs and other procedural elements can provide a more precise operational context to flight sections. Having a more precise operational context, even if it will never be an exhaustive one, will help to better define new exceedances, to evaluate their safety impact but also to assess how the adherence to SOPs. Identifying exceedance in a systematic way will help safety officers to conduct analyses and decide which safety actions should be implemented: modified or adapted.
