The Airport Environment is without doubt “Compliance Intensive” with a plethora or rules regulations and obligations. Ensuring Compliance with all Regulatory and Organisational Requirements is a Fundamental Element of the continuous Airfield Operations oversight process. The Safety Management System should complement this process and enable ongoing assessment of Risk and Exposure, this adding a new dimension to the oversight process.

Consistent with the intention to implement fully compliant SMS accepts the existing situation whereby Stakeholders and other airport services providers have existing and well established operational processes, additionally staff training processes are fully evolved. An essential element of the Airport Compliance Management Process includes Subcontractor Management; many service providers will use subcontractors to ensure the timely delivery of services. It is necessary to have full control of all elements including licences, permits, and appropriate insurances.

Management of Change provides an understanding concerning the intensity of effort which may be required in the case of existing processes and procedures which have been implemented over a period of time, however we have to be pragmatic and to recognize the role of performance optimization which can exist as a tangible benefit of a well developed Safety Management System.
