Developing a common standard is the key to successful co-operation in the aviation industry. Privileges granted to the Production Organisation Approval holder enable the organisation to issue release certification on EASA Form 1 and to obtain Certificates of Airworthiness “without further showing”.

EASA Part 21 -  CAR 21

It is intended that these certifications will be recognised as valid and acceptable throughout the European Union. The UAE GCAA shows full compliance to the regulatory requirements of EASA Part 21. Where are the origins?  Well following the successful “technical Co –Operation” of the Concorde 1970 was the start of European initiative to create a harmonised set of requirements JAR 25.

JAR’s are recognized by the Civil Aviation Authorities of participating countries as an acceptable basis for showing compliance with their national airworthiness codes.

 

An existing airworthiness code (FAR Part 25 of the Federal Aviation Administration of the United States of America) has been selected to form the basis of the JAR for Large Aeroplanes*, and is referred to as the Basic Code.

Amendment to the Basic Code is made by the FAA. Each amendment to the Basic Code is considered for adoption for JAR in accordance with the amendment procedure. The requirements of JAR–25 have been determined to be applicable to the certification of large aeroplanes. They may be used at the option of the applicant for a certificate, for the certification of small aeroplanes.

With the transfer of responsibility from the JAA to EASA in 2003 JAR 25 became Certification Specification 25 (CS25)

 

The regulation concerning production organisation approval was revised in 2012 and issued as COMMISSION REGULATION (EU) No 748/2012 of 3 August 2012

Essentially this regulation lays down implementing rules for the airworthiness and environmental certification of aircraft and related products, parts and appliances, as well as for the certification of design and production organisations.

In additional the Regulation lays down, in accordance with Article 5(5) and Article 6(3) of Regulation (EC) No 216/2008, common technical requirements and administrative procedures for the airworthiness and environmental certification of products, parts and appliances specifying:

 

Article 9 concerns directly Production organisations, which is an organisation responsible for the manufacture of products, parts and appliances. Such organisation must be able to demonstrate its capability in accordance with the provisions of Annex I (Part 21).

Production organisation approvals issued or recognised by a Member State in accordance with the JAA requirements and procedures and valid before 28 September 2003 shall be deemed to comply with this Regulation.
