Implementing and Emergency Response Plan ERP within an EASA Part 145 Environment.

Together with the implementation of a fully compliant SMS the need to comply with the provisions of ICAO requires the development of an Emergency Response Plan, which is off course organization specific.

Introducing Emergency Response Planning into the environment of 145 is a new direction and as such it is early days in terms of development.

A Management System is being introduced within the EASA Part 145 environment which has the same look and feel as that which is to be found within the requirements of Part OPS.

What is not identified is the nature of the Emergency and this is left to the organization to identify manage. Without doubt the exposure of 145 Organization may be considerably different in structure to that of an Operator for example.

Examples include :

a)Industrial accidents

b)Natural disasters

c)Civil strife and sabotage

d)Bombs and bombs threats

e)Emergencies of safety, health and environment nature involving hazardous material

f)Fires

g)Fuel spills

h)Service Difficulty for Example Loss of Utilities

i)Other

So it is necessary to consider the extent of ERP process and how integrated we shall make it within the business, whether we focus only on pure “safety related” issues or to go deeper into the organization structure to ensure safe operations under the challenge of many adversities.

The requirement focuses on an understanding that of course the ERP should reflect the size, nature, and complexity of the organization’s scope of work.

Perform an exercise to consider the areas of specific relevance within your 145 organization which need to be addressed by the ERP system.

Make a list of all areas involved.

Identify which are related to Safety and which are related to Business Process Management.

How to comply with the requirement to “ensure”: (i) planned and coordinated action to ensure the risks attributable to a major safety event can be managed and minimized;

Essentially to:

a) Document the potential adversity

b) Develop appropriate behaviours

c) Document the Behaviours

d) Training people to raise an awareness of the understanding

e) Practice and measurement of the effectiveness of the Process

How will we transition from normal to emergency?

Who will manage? How will they manage? What training have they been given to perform this duty in the most effective way?

The interface with the ERP’s of other organisations needs to be considered.

How is this managed, for example customer Airlines of the 145 organization.
