Ref Overseas Territories Aviation Circular OTAC 145-10

Introduction

The purpose of the maintenance organisation exposition (MOE) is to identify the procedures, means and methods of the approved OTAR 145 organisation. An up to date and effective MOE is crucial to maintaining a valid organisational approval.

There are two options available to deliver compliant Overseas Territories Compliant Maintenance Organisation Exposition (MOE).

Approval options OTAR Part 145 has two approval options:

Option One – based on an existing capability defined by one of the following approvals: EASA Part 145, FAA FAR 145 or Transport Canada CAR Part V Subpart 73.

a) An applicant for approval under Option 1 shall provide to the Governor a copy of the MOE or equivalent document. A document in the English language shall be submitted demonstrating compliance with paragraph 145.7(a)(3).

Option 1: an organisation holding an approval identified in paragraph 145.5(a) may be approved provided that: (1) the accepted foreign NAA approval remains valid; and (2) the organisation’s application for a rating and scope of approval is based on that of the approval granted by the applicable foreign NAA; and (3) the organisation is in compliance with: (i) Subparts A, B and C of this OTAR Part; and (ii) the applicable requirements of Subpart D of this OTAR Part as identified in the approved OTAA Supplement; and (iii) OTAR Part 43. (b)

Option Two – in the event that an organisation does hold an existing capability under Option One above, approval will be via a direct approval granted by the OTAA after undertaking a full assessment against the requirements of OTAR Part 145 Subpart D.

b) An applicant for approval under Option 2 shall provide to the Governor a copy of the MOE and all other submitted document s in the English language. The MOE shall demonstrate compliance with paragraph 145.7(b).

Option 2: an organisation that does not hold a valid approval listed in paragraph 145.5(a) may be approved subject to its demonstrating to the satisfaction of the Governor compliance with: (1) the requirements of this OTAR Part; and (2) applicable requirements in OTAR Part 43. (c) An approval granted by the Governor shall identify the scope of approval, validity and approved locations.

Notes regarding OTAR MOE 145.7 Issue of approval

Compliance with its contents of the MOE assures compliance with the requirements of 145, which is a prerequisite to obtaining and retaining a maintenance organisation approval certificate.

It is understood that the (competent authority*) will approve this organisation whilst the (competent authority*) is satisfied that the procedures are being followed and work standards maintained.

It is further understood that the (competent authority*) reserves the right to suspend, limit or revoke the approval of the organisation if the (competent authority*) has evidence that procedures are not followed, or standards not upheld.

The MOE typically covers four main parts:

  • The management MOE covering the parts specified earlier.
  • The maintenance procedures covering all aspects of how aircraft components may be accepted from outside sources and how aircraft will be maintained to the required standard.
  • The quality & safety system procedures including the methods of qualifying mechanics, inspection, certifying staff and quality audit personnel.
  • Contracting operator procedures and paperwork.
