Notes Related to EASA Part 147 Approval and Changes to the Approval
Initial Meeting between Organisation & CA to review proposed activities and establish required criteria to gain approval (Not initially concerned with compliance).
Subsequent request from the applicant for formal assessment once compliance is established – once satisfied regarding compliance – recommendation for issue of approval.
Note – Type and nature of CA auditing activities will depend on the size and nature of the training organisation (Large/Small Combined 145/147).
Training & Examinations Away from The Main Base
Where it is intended that the maintenance training organisation may conduct training and examinations away from the maintenance training organisation address(es) in accordance with 147.A.145(c):
- By derogation to point 147.A.145 (b), the maintenance training organisation may only conduct training, knowledge examinations, and practical assessments in locations different from the point (b) locations in accordance with a control procedure specified in the maintenance training organisation exposition. Such locations need not be listed in the maintenance training organisation exposition.
CA to carry out sample audits:
- For practical reasons sample audits will need to be carried out when training is being conducted;
- Senior members of 147 organisation should be present during the audit (normally the QM);
- Debrief to take place following completion of audit regarding any findings (Including Potential Findings, which require further review by the CA);
- Formal Advice within 2 weeks of the audit visit (In writing)- If no non-compliance verbal is satisfactory.
Changes in the 147 Organisation
- Name Change Only – New Application Required – New Certificate to be issued and audit not required.
- Change of AM – Advise the CA – Amend AM MTOE statement.
- Change of Senior Personal – Submit Form 4 & If satisfactory advise Organisation In writing regarding acceptance.
- Change in MTOE requires the CA to satisfy that exposition procedures are in compliance and acceptable for use in the training facility.
- Change of Location – requires new application and submission of amended exposition.
o The competent authority should follow the procedure specified in 147.B.110 (a) and (b) before issuing a new Part-147 approval certificate.
o Require the re-audit of those elements that have changed.
- Additional basic or aircraft type training courses a new application to the CA together with amended exposition.
o For basic training extensions, an additional sample of new examination questions relevant to the modules associated with the extension being sought will be required to be submitted.
o When CA is satisfied regarding the functioning of the Organisation Re-Audit may not be necessary
