Sofema Aviation Services (SAS) www.sassofia.com considers best practice for managing an EASA Part 145 compliant Tool Store – Stores Tooling & Equipment Issue and Return Inspection Requirements
Regarding the Control & Issue of Tooling & Equipment from Stores, there are a number of Key Checkpoints to consider:
- Quantity and Condition prior to issue
- Stores Tooling Issue Documentation Process
- Quantity and Condition plus Serviceability Check – General Tooling
- Quantity and Condition plus Serviceability Check – Special Tooling
- All Tooling booked out to be returned at end of a shift or formally transferred to another person
- All Tooling issues against an aircraft to be returned and accounted for prior to issuing the check CRS
Tooling Store User Registration
Before becoming eligible to withdraw tooling and / or equipment from the Tooling store the user must be registered within the Stores System.
Three Primary Options Exist:
- a) The Engineer / Mechanic is provided with Tool Tokens which contain a unique number which is assigned to the nominated person – in exchanged for the tool the “Tool Tag” (Token) is placed adjacent to the tool location within the store.
o A Stores Tooling Issue Form is also completed with the Tool Tag No appended
- b) The Engineer / Mechanic signs and records their “Staff No as confirmation that the Tool or Equipment has been withdrawn from the store.
- c) An IT solution is employed which may use Bar Coding – The tool is “issued” by the System and will be shown on the Tooling issue report by Aircraft Registration
Tooling Store Tool & Equipment Registration
All Tooling & Equipment is registered into the store by Part No and Stores UIN (Unique Identification No) – P/N & UIN Bar Code may also be affixed to the tool for ease of use and reading into the Stores IT control system.
Issuing Tooling or Equipment
The Tooling Store Keeper issuing the tooling equipment must perform the following tasks:
- Check the Tool is the correct one which has been requested by Part No
- General Check for Serviceability.
- Using the approved system record the issue – obtain a signature if required.
- If using Tool Tag System place Tool Tag adjacent to Part Storage Location
- If required update the Stores Computer System with the Tooling Availability Status
Note – For Control Purposes Tooling and Equipment is booked out to both a person & as well as an aircraft. This dual control allows for end-of-shift management and end-of-check management.
Return To Stores – General Tooling & Equipment
- Check the tool in accordance with the General Checklist
o Free from Obvious Damage
o Correct Part No and Tool No
o Receipt the Tool back into the Store
o Complete Administrative Tasks as required by the Stores System Process
Return To Stores – Special Tooling & Equipment
- Check the tool in accordance with the Special Checklist (Applicable to Safety Equipment / Harnesses – Lifting & Hoists – Electrical Lighting & Fuel Tank Lighting etc
o Free from Obvious Damage
o Correct Part No and Tool No
o Tool Removed from Issue to Aircraft Report
o Tool to be Quarantined until full Serviceability check carried out
o Receipt the Tool back into the Store
o Complete Administrative Tasks as required by the Stores System Process
End of Shift
- Ensure all Issued Tooling has been either returned or allocated to another user
End of Aircraft Maintenance Check
- Ensure all Issued Tooling booked out against the aircraft has been returned – provide status to Check Controller
