Operations Manual – CAR-OPS 1.200

An operator shall provide an Operations Manual in accordance with Subpart P for the use and guidance of operations personnel, and it shall be reviewed, amended or revised as necessary to ensure that the information contained therein is kept up to date.

The reviews shall be documented and the maximum interval between the reviews, amendments or revisions shall be 1 year (one year).

Note 1 – Review is Quality Control (QC) & Compliance Assessment is Quality Assurance (QA)

 

Operations Manual

Information must be presented in clear unambiguous English text and/or graphics in a readily amendable format.

The applicant shall ensure that the structure of the operations manual follows the requirements as stated in IEM OPS 1.1045 (c) and consists of the following parts.

Part A General/Basic

Part B Aircraft Operating matters

Part C Route and Aerodrome Instruction and Information

Part D Training

The content of the manual is subject to the GCAA assessment and the elements/subjects that require specific approvals by the GCAA are found in IEM OPS 1.1040(b) or CAR OPS 1 and 3 regulations that bear the statement ‘shall/may be approved by the Authority.’ (CAR OPS 1/3.1045 (a) prescribes the main structure of the Operations Manual.)

Appendix 1 to CAR OPS 1/3.1045 contains a comprehensive detailed and structured list of all items to be covered in the Operations Manual.

Since a high degree of standardization of Operations Manuals will improve flight safety, the structure described in the IEM CAR-OPS 1/3.1045(c) should be used by the applicant.

To facilitate comparability and usability of the Operations Manuals by personnel, the applicant should not deviate from the numbering system used. If there are sections which, because of the nature of the operations, do not apply, the applicant still maintains the numbering system and insert ‘Not applicable”.

 

CAR-OPS 1.205 Competence of operations personnel

An operator shall ensure that all personnel assigned to, or directly involved in, ground and flight operations are properly instructed, have demonstrated their abilities in their particular duties and are aware of their responsibilities and the relationship of such duties to the operation as a whole.

If an operator employs Flight Operations Officers in conjunction with a method of Operational Control as defined in CAR-OPS 1.195, training for this personnel should be based on relevant parts of ICAO Doc 7192 D3. This training should be described in Subpart D of the Operations Manual.

 

CAR-OPS 1.210 Establishment of procedures

(a) An operator shall establish procedures and instructions, for each aeroplane type, containing ground staff and crew members’ duties for all types of operation on the ground and in flight. (See AMC OPS 1.210(a) Establishment of procedures)

(b) An operator shall establish a check-list system to be used by crew members for all phases of operation of the aeroplane under normal, abnormal and emergency conditions as applicable, to ensure that the operating procedures in the Operations Manual are followed. (c) An operator shall not require a crew member to perform any activities during critical phases of the flight other than those required for the safe operation of the aeroplane. (See IEM OPS 1.210(c) Critical phases of flight)

(d) An operator shall issue operating instructions and provide information on aeroplane climb performance with all engines operating to enable the pilot-in-command to determine the climb gradient that can be achieved during the departure phase for the existing take-off conditions and intended take-off technique. This information should be included in the operations manual.
