Introduction
The Course is designed to accommodate the needs of the Third Country Component Certifying Staff, who are required to comply with the requirements of EASA Part 66 Basic Licence Module 10. It complies with EASA Implementing Regulation (EU) 2023/989 requirements.
The material is specifically developed to meet the needs of Aircraft Certifying Staff & Components, Engines, and APU Certifying Staff. Following the requirements of the EASA document UG.CAO.00126-003 and UG.CAO.00121-004
Note: EASA Requirement which will be supported by Sofema Aviation Services by liaison with the relevant Organisational Quality Manager
When selecting a non-EASA Part-147 AMTO to provide the Human Factor training and/or Aviation Legislation, the maintenance organization quality department shall be in a position to demonstrate as a minimum that:
– The course is carried out according to a detailed syllabus including the level of training as per EASA Part- 66 Module 9 and/or 10 as applicable (the duration of the course needs to be specified to demonstrate the adequacy to cover all subjects);
– The Qualification criteria for instructors are defined;
– A maximum number of training hours per day is defined (HF principal to be considered);
– A maximum of trainees per group of trainees (28 people).
The course is designed to cover all the elements of EASA Aviation Legislation applicable to the awareness needs of the PArt 66 Engineer including the structure of the rules, the role of the International Civil Aviation Organisation (ICAO), and the national authorities.
It also provides an introduction to the Basic Regulation (Commission Regulation (EC) No. 1139/2018) and provides basic knowledge about the Implementing Rules (Commission Regulation (EC) No. 1321/2014 and No. 748/2012 in respect of annexes Part-M, Part-145, Part-66, and Part-21.
It presents an overview of the Certification Specifications (CS) and the requirements of Reg 965/2012 for aircraft operations

General understanding of Part-M, Part-ML and Part-CAMO;

10.8 Oversight principles in continuing airworthiness
Compliance Monitoring in a Part CAMO Environment
10.9 Maintenance and certification beyond current EU regulations (if not superseded by EU requirements)
Maintenance of European Union aircraft that are not within the scope of Regulation (EU) 2018/1139 (Annex I aircraft);
European military airworthiness requirement (EMAR) 66 licence;
Applicable national and international requirements for component maintenance, welding, painting, NDT, etc. (if not superseded by EU requirements)
