The first type does what ever it needs to do to satisfy the regulation and the regulatory authority auditors – SMS by compliance would be a suitable description.
(However if you ask the AM about his view of this type of SMS he will not see it as an organisational benefit rather it is a necessary obligation – another box to tick and truly this is how he sees it!)
SMS Maximum Plus
In this version the Leadership Team understands the “Iceberg of Ignorance” The entire team works to focus on exposing a deep understanding of all the challenges / hazards with a competence and ability to develop optimum solutions.
Safe in the knowledge of a Strong Safety Culture the organisation can safely focus on business optimization with SMS being a step on the journey and not the only destination.

1/ Is your Safety Management System Delivering in the way that you want? (If the answer is yes – how are you measuring this?)
2/ Is your Safety Management System identifying the “Real” risks to the business (Human, Organisational, Financial)?
3/ How developed is your Risk Register?
If you are an Operator 250 plus Risk would be typical – If you are a Maintenance Organisation – 100 plus Risk would be typical (If you do not have a mature risk awareness – then you face a constant and unknown threat).
4/ How effective is your process to analyse risks and develop appropriate mitigation proposals for the leadership team to consider? (Effective analysis requires a high level of competence) – How are you measuring and managing this competence.
