Sofema Aviation Services (SAS) www.sassofia.com considers the key regulatory drivers for the Aerodrome Compliance Management System – Insights from ED Decision 2014/012/R
Compliance management plays a critical role in ensuring safety, security, and operational efficiency within the airside environment. A well-structured compliance monitoring program is essential. This includes a clear audit schedule, comprehensive audit procedures, and effective follow-up mechanisms to address non-compliance issues. Documentation of all compliance activities and corrective actions should be meticulously maintained.
Introduction – AMC1 ADR.AR.B.005(a)(4) Management system – ED Decision 2014/012/R
COMPLIANCE MONITORING PROCESS
The formal process to monitor compliance of the management system with the relevant requirements, and the adequacy of the procedures should:
- Include a feedback system of audit findings to ensure implementation of corrective actions as necessary; and
- Be the responsibility of a person, or group of persons who should be responsible to the senior management of the Competent Authority and who perform compliance monitoring activities with functional independence from the units/ departments they oversee and with direct access to the senior management of the Competent Authority and to appropriate management for safety matters.
AMC2 ADR.OR.D.005(b)(11) Management system ED Decision 2014/012/R
RESPONSIBILITY FOR COMPLIANCE MONITORING
The responsibility for the compliance monitoring should:
- Be with a person who has direct access to, and is responsible to the accountable manager;
- Not be with one of the persons referred to in ADR.OR.D.015(b) or ADR.OR.D.015(c), except that in less complex aerodrome organisations/operations, it may also be with the accountable manager, or the person referred to in ADR.OR.D.015(c).
Persons allocated the responsibility for the compliance monitoring should have:
- Adequate experience and expertise in aerodrome operations, or aerodrome maintenance, or similar area;
- Adequate knowledge of, and experience in safety management and quality assurance;
- Knowledge of the aerodrome manual; and
- Comprehensive knowledge of the applicable requirements in the area of aerodromes.
Key Issues and Challenges
- The airside environment is inherently risky, involving aircraft movements, ground handling activities, and the presence of hazardous materials. Compliance management must ensure that all safety and security procedures are strictly followed to prevent accidents and incidents.
- This includes monitoring compliance with regulations related to dangerous goods, ground handling, and other safety-critical operations.
- Effective compliance management requires effective oversight of different operational units, including flight operations, ground handling, and maintenance teams.
- Each unit must comply with specific regulations, and the compliance management system must ensure that these regulations are uniformly applied across all operations.
- Training for all personnel involved in compliance management is crucial. This ensures that everyone understands the regulatory requirements and the procedures necessary to maintain compliance.
Training should cover audit techniques, regulatory updates, and compliance documentation.
- The compliance monitoring manager should have direct access to senior management to ensure that compliance issues receive the necessary attention and resources.
The allocation of sufficient resources for compliance activities is crucial to maintaining a robust compliance posture.
- Compliance management should not be static. Regular reviews and updates to the compliance monitoring program are necessary to adapt to regulatory changes and operational shifts.
- Continuous improvement should be a core principle of compliance management, with lessons learned from audits and inspections being used to refine procedures and practices.
In summary, the role of compliance management in the airside environment is to ensure that all operations comply with relevant regulations, thereby safeguarding safety, security, and efficiency. By addressing key challenges and adopting best practices, organizations can enhance their compliance management processes, leading to improved operational outcomes and reduced risk.
These regulatory drivers form the backbone of the compliance monitoring system in airside operations, ensuring that all aspects of aviation activities are conducted in accordance with the established safety and operational standards.
