Post-Brexit acceptance of EASA Part 21 G & UK CAA Part 21 G certificates issued by production organisation approval holders – review by Sofema Aviation Services (SAS)
Introduction
Previously, EASA Form 1s were issued by UK organisations to confirm that a product, part, or component was manufactured in accordance with approved design data. Following the Withdrawal Date, CAA-approved organisations will now issue a CAA Form 1 in place of an EASA Form 1.
Agreement
Reference the Trade and Cooperation Agreement between the UK and EU (Art 21 & Art 24 of Annex 30).
- The bilateral air safety agreement between the EU and the UK focuses on three main issues:
o The acceptance or validation of each other’s design certificates for aircraft or parts;
o The acceptance or validation of each other’s manufacturing certificates and processes; and
o How to carry over the validity of existing approvals for aircraft and parts.
Note: The annex applies to new civil aircraft and components as well as used aircraft.
Full validity is maintained in respect of aeronautical products produced before the end of the transition period and that holds a design or production certificate issued before the end of 2020 in the EASA system.
EASA Recognition
The EU recognizes the Production Organisation Approval (POA) issued by the UK CAA, as well as the UK CAA Form 1 for the export of parts.
Note: There is no requirement for a UK-based organisation to hold an EASA Third Country Production Organisation Approval.
- Parts manufactured by UK organisations should be exported to the EU with a UK CAA Form 1 referring to the UK CAA POA approval.
- UK CAA Form 1 is only an airworthiness export certificate, which does not alleviate from any other custom/administrative export requirements to the EU.
Exporting Parts and appliances to the EU from the UK?
- Organisations should have their principal place of business in the UK.
- Organisations with their principal place of business located outside the UK, should apply for a UK Third Country Approval.
- Organisations needing to change a Registered Company or Limited Liability Partnership (LLP) Number will require a new initial approval.
