  • Effective collaboration with Part 145 enables optimized maintenance planning, adherence to regulatory requirements, cost-effective and timely operations, and enhanced aircraft availability and reliability.
  • By managing this relationship efficiently, the MPD acts as a pivotal element in maintaining airworthiness and achieving operational goals.

Driving an Effective Relationship

The interface between an EASA Part CAMO (Continuing Airworthiness Management Organization) and an EASA Part 145 Approved Maintenance Organization is vital to ensuring effective and compliant aircraft maintenance management.

  • The responsibilities of these two entities are complementary, creating a dynamic relationship that directly impacts Maintenance Planning within the CAMO.
  • The Part CAMO is responsible for overseeing the continuing airworthiness of aircraft, which includes managing compliance with approved maintenance programs, Airworthiness Directives (ADs), and Service Bulletins (SBs).
  • It develops, monitors, and updates the maintenance program, coordinates maintenance activities, reports and follows up on defects, and ensures accurate record-keeping.

o   Meanwhile, the Part 145 organization is tasked with executing maintenance activities, addressing defects, adhering to the provided maintenance schedule, issuing Certificates of Release to Service (CRS), and providing feedback to the CAMO on maintenance findings.

What does the Interface require from the CAMO?

The CAMO–Part 145 interface should deliver seamless communication and coordination to maintain operational efficiency and regulatory compliance.

  • MP must develop and update maintenance programs that reflect the latest regulatory and manufacturer requirements and ensure these updates are effectively communicated to the Part 145 organization through work scopes.
  • It is also responsible for preparing comprehensive work packages, including task cards, tools, materials, and timelines, for execution by Part 145.
  • Scheduling is another critical MP responsibility, requiring alignment between operational needs, aircraft availability, and the maintenance organization’s capacity. This involves minimizing disruptions, addressing unforeseen maintenance needs, and adjusting schedules in collaboration with Part 145 to manage unscheduled maintenance effectively.
  • The MP also monitors the progress of maintenance activities and tracks compliance with planned schedules, ensuring any feedback or discrepancies from Part 145 are documented and incorporated into future planning.

Part 145 – Part CAMO relationship Challenges

The CAMO–Part 145 interface is not without challenges. Communication gaps can lead to delays or errors in maintenance execution, while the integration of technical records and findings between the two entities requires robust data management. Compliance monitoring is a continuous process, ensuring Part 145 adheres to agreed maintenance scopes and procedures, and operational constraints, such as resource availability and turnaround times, add further complexity.

  • To overcome these challenges, the MPD should establish robust communication channels, such as regular Maintenance Control Meetings, and leverage integrated IT systems to streamline data exchange and task tracking.
  • A strong feedback loop between CAMO and Part 145 enhances continuous improvement, while contingency planning ensures a rapid response to unforeseen maintenance needs.
  • Monitoring Key Performance Indicators (KPIs) such as turnaround times, defect rectification rates, and schedule adherence helps evaluate and improve performance.
