The Aerodrome Manual, as per ED Decision 2021/003/R, serves as a comprehensive guide for aerodrome operations, ensuring compliance with all applicable requirements.

The Manual Also Serves as a reference when developing audit criteria. The manual is structured into five main parts:

PART A — GENERAL

  • Administration and Control: This section provides an introduction to the manual, including statements of compliance, operational instructions, and a system for amendments and revisions.
  • General Information: It outlines the purpose, scope, legal requirements, conditions for aerodrome use, and obligations of the aerodrome operator.

PART B — AERODROME MANAGEMENT SYSTEM, QUALIFICATION AND TRAINING REQUIREMENTS

  • Aerodrome Organisation and Responsibilities: Describes the organizational structure, roles, and responsibilities.
  • Safety Management System: Details the safety policy, objectives, risk management, safety reporting, emergency response, and other safety-related processes.
  • Compliance Monitoring: Describes the system for ensuring compliance with regulations.
  • Quality Management: Focuses on the quality management system for aeronautical data.
  • Reporting to the Competent Authority: Procedures for reporting accidents, incidents, and occurrences.
  • Alcohol and Psychoactive Substances: Procedures related to substance use.
  • Training and Proficiency: Describes the training program, proficiency checks, and related procedures.

PART C — PARTICULARS OF THE AERODROME SITE

  • Aerodrome Site Description: Provides detailed information about the aerodrome’s location, layout, facilities, physical characteristics, exemptions, and approved operations.

PART D — PARTICULARS OF THE AERODROME REQUIRED TO BE REPORTED TO THE AERONAUTICAL INFORMATION SERVICE

  • Aeronautical Information Services: Describes the services available and procedures for promulgating general information.
  • Aerodrome Dimensions and Related Information: Details about runways, taxiways, visual aids, obstacles, and other aerodrome features.

PART E — PARTICULARS OF OPERATING PROCEDURES OF THE AERODROME, ITS EQUIPMENT, AND SAFETY MEASURES

  • Procedures for reporting changes to the aerodrome information.
