Section I – Airworthiness and Environmental Protection – Article 4

Applicable to all except Unmanned Aircraft (UAV) – shall comply with the essential requirements for airworthiness set out by the competent authority.

Noise and Emissions – compliant with Annex 16 to the Chicago Convention.

Section II – Aircrew – Article 5

Pilots and cabin crew involved in the operation of aircraft (except UAV) shall comply with the essential requirements set out in Annex I.

Article 6 – Pilots

  • Pilots shall be required to hold a pilot licence and a pilot medical certificate appropriate to the operation to be performed.
  • Issued when the applicant has demonstrated that he or she complies with the applicable licensing regulations.
  • The pilot medical certificate shall be issued upon application when the applicant has demonstrated that he or she complies with the applicable licensing regulations.
  • The pilot licence and the pilot medical certificate shall specify the privileges granted to the pilot. (maybe amended to add or remove privileges, in accordance with the applicable licensing regulations) & (maybe suspended if not applicable).
  • Training & Experience may be accepted from “excluded aircraft” subject to regulations.

Article 7 – Cabin Crew

  • Cabin Crew Attestation Required (CAT).
  • May be required for other aircraft (Competent Authority).
  • Demonstrated Compliance with the essential requirements referred to in Article 5.
  • Shall specify the privileges granted to the cabin crew. (may be amended to add or remove privileges, in accordance with the applicable licensing regulations) & (Maybe suspended if not applicable)
  • Cabin Crew shall be subject to a medical fitness assessment to ensure compliance with the essential requirements.

Article 8 – Training Organisations and Aero-Medical Centers

  • Aero-medical centres approval required.
  • Pilot training organisations and cabin crew training organisations approval required (unless CA provides a waiver).
  • Approvals issued when compliant with licensing and training organisation regulations – with the essential requirements referred to in Article 5.
  • The approvals shall specify the privileges (May be Amended or suspended by CA).
  • CA may require a Declaration related to organisations with low-risk specific activities.

Article 9 – Flight Simulation Training Devices

  • A certificate required for each device (unless exempt).
  • Issued when compliance with synthetic training devices regulations.
  • The certificate shall specify the functionalities of the device. (May be amended – Limited or Suspended)
  • Flight Simulation Training Device shall be required to declare the compliance of the device with the essential requirements.

Article 10 – Instructors and Examiners

  • Persons required to be certificated stating privileges.
  • Cabin Crew training or Assessing skills may require a certificate (CA).
  • May be amended revoked or suspended (CA).
