Introduction – Operational Oversight

  • ANS Business Managers are tasked with overseeing the day-to-day operations, ensuring that all processes align with regulatory standards and best practices.

o They collaborate closely with technical teams to ensure that equipment and systems are maintained to the highest standards, ensuring seamless service delivery.

Introduction AMC1 ATM/ANS.OR.B.020(b) Personnel requirements (ED Decision 2017/001/R)

Senior management should appoint a member of the service provider’s management who, irrespective of other responsibilities, should have responsibility and authority that include:

  • Ensuring that processes needed for the management system are established, implemented and maintained.
  • Reporting to senior management on the performance of the management system and any need for improvement; and
  • Ensuring the promotion of awareness of performance and service requirements throughout the service provider and of the impact it has on safety.

GM1 ATM/ANS.OR.B.020(b) Personnel requirements – ED Decision 2017/001/R – Combination of Nominated Postholders Responsibilities

  • The acceptability of a single person holding more than one post, possibly in combination with being the accountable manager, should depend upon the service provider’s organization and the complexity of its activities.

o The two main areas of concern should be competence and an individual’s capacity to meet his or her responsibilities.

  • As regards competence in different areas of responsibility, there should not be any difference from the requirements applicable to persons holding only one post.
  • The capacity of an individual to meet his or her responsibilities should primarily be dependent upon the complexity of the service provider’s organization and its activities.

oĀ  However, the complexity of the service provider’s organization or its activities may prevent or limit the combination of posts

o Ensuring that the services provided are efficient and cost-effective.

oĀ  Forecasting, budgeting, and implementing strategies that align with both EASA requirements and the organization’s business goals.

  • Stakeholder Engagement
  • Continuous Improvement and Training

oĀ  One of the key roles of an ANS Business Manager is to lead and mentor their team. This involves identifying training needs, facilitating professional development, and fostering a culture of continuous learning.

  • Risk Management

oĀ  ANS Business Managers must identify potential risks, assess their impact, and implement mitigation strategies.

o This is not just limited to operational risks but also includes financial, reputational, and strategic risks.

  • Performance Monitoring and Reporting

oĀ  Typically involves setting key performance indicators (KPIs), tracking them, and reporting any deviations to the senior management team.
