Sofema considers the specific requirements for Third Country EASA Part 145 Safety Managers found in EASA Document WI.CAO.00115-006 (Approval Date 10/11/2022) Foreign Part-145 – Management Personnel

Introduction

A Third Country EASA Part 145 Safety Manager in an EASA Part 145 MRO organization has a highly responsible role that requires a deep understanding of aviation safety principles, EASA regulations, and the specific risks and operations of aircraft maintenance.

  • Their primary goal is to ensure the continuous safety of maintenance activities and promote a positive safety culture within the organization.

Primary Functions include:

  • Development and Maintenance of the Safety Management System (SMS)
  • Develop, implement, maintain, and promote the SMS to ensure that it is in line with the organization’s goals, as well as EASA regulations
  • Review and update the SMS periodically to address changes in operations, regulations, or identified risks
  • Risk Management:

o   Identify hazards related to aircraft maintenance and assess their associated risks.

o   Develop, implement, and maintain a risk management process to mitigate, monitor, and review these risks.

  • Safety Reporting and Analysis:

o   Establish a process for safety reporting within the organization.

o   Analyze safety reports to identify trends, areas of concern, and potential risks.

o   Provide feedback on safety reports, ensuring that employees are informed and that they understand the importance of reporting.

  • Safety Promotion and Training:

o   Develop and implement safety training programs for all staff members.

o   Promote a positive safety culture within the organization.

o   Keep staff informed about safety performance, goals, and any changes to the SMS.

  • Safety Performance Monitoring:

o   Monitor and measure safety performance against set indicators and targets.

o   Report safety performance to senior management and other relevant stakeholders.

  • Liaison with External Organizations:

o   Represent the company in meetings and discussions with regulatory authorities and industry groups related to safety.

o   Coordinate with other organizations when joint risk assessments or investigations are necessary.

  • Audits and Inspections:

o   Oversee and coordinate internal safety audits and inspections.

o   Address findings from both internal and external audits and ensure corrective actions are implemented.

  • Emergency Response Planning:

o   Develop, maintain, and periodically test an Emergency Response Plan for the organization.

o   Coordinate with other departments or organizations as necessary during emergency situations.

  • Continuous Improvement:

o   Continuously monitor the effectiveness of the SMS and make improvements as necessary.

o   Stay updated with industry best practices and technological advancements that could enhance safety within the organization.

  • Documentation:

o   Maintain proper documentation of all safety activities, reports, audits, training, and other relevant records.

 Third Country EASA Part 145 Safety Manager Specific Training Requirements

  • Management system principles training (including safety management, safety policy, human factors and compliance monitoring),
  • MOE Training,
  • Knowledge of accident/incident/occurrence investigations and root cause analysis methodologies (demonstrated by training course or by an assessment performed by the competent authority)
  • Knowledge of hazard identification and risk management
  • Demonstrated by training course (4) or by an assessment performed by the competent authority
  • Part 145 training – For each training a detailed course syllabus and a certificate of completion must be made available. (See Sofema Online Course Learning Objectives)

o   Comprehensive knowledge of the MOE (training) and safety policy comprehensive knowledge of Part 145 and any associated requirement and procedure

o   EU management system requirements and their application (including safety management systems and compliance monitoring)

o   Knowledge of relevant maintenance methods (can be replaced by specific knowledge relevant to the area for which the person will be nominated; can be demonstrated by experience and/or appropriate training)

  • Fuel Tank Safety training Phase 1 Awareness (If applicable based on EASA Part 145 Scope)
  • Safety training (including Human factors)
  • Knowledge of EWIS when relevant
