Introduction

An effective technical management process covering short term maintenance requirements will include a process to actively manage the deferred defect findings in the most efficient way

  • Optimising the correct spares holding to minimize the need to use the MEL
  • Avoiding the necessity to rob components which will ultimately create the need to repeat the task twice.

Reliability Program Fundamentals

The Reliability Programme is an integral part of the Maintenance Programme program and as well as gathering and analyzing data to demonstrate that the maintenance program is effective, the Reliability Programme monitors the effectiveness of the corrective actions which are taken in respect of defects occurring.

  • Reliability Data can be used to drive changes in the maintenance program which will ensure an acceptable level of operating conditions.
  • Through the reliability program we can identify problem areas & initiate investigation & research to measure the magnitude of any identified issues or problems.
  • The Reliability Programme requires the collection of numerous technical data sets from different sources effectively monitoring almost all aspect of the technical operation of the fleet.

Typical Reliability Data Sources

  • PIREPS  – Pilot Reports identify in-service flight crew findings which are to be noted in the Technical Log

o   The Tech Log will contain multiple entries including non-airworthiness such as “In-Flight Entertainment” (IFE) and Cabin defects.

o   Other Data recorded in the Technical Log includes Flight hours and cycles, fuel and oil uplifts.

o   If the aircraft operates Extended Diversion Time Operation (EDTO) as well as All Weather Operations Autoland’s – will also be recorded

o   Use of the Minimum Equipment List (MEL) together with any technical delays or Flight Cancellations.

o   Technical Events and Incidents may also be recorded into The aircraft Technical Log.

  • Flight Line Maintenance Operations Relevant Data into the Reliability Program

o   Component failures and Removals.

o   Daily and Line Check Relevant Findings.

o   Deferred Defects.

  • Recurrent Defects

o   A recurrence of the same defect either on the same aircraft, or within the same fleet type, with in a short period of time indicates either an ineffective maintenance action or a systemic issue has been identified.

o   When the rate of discrepancies within a given ATA Chapter is trending high (Consider the role of Alert Level).

o   Recurring discrepancies whether fleet or individual aircraft based are by nature -historical means that the rectification has fallen short (For what ever reason).

  • What constitutes a re-occurring defect?

o   Second repeat of the defect (means typically third time raised in the Tech Log) of a similar symptom discrepancy will trigger a more detailed investigation by the Engineering Section – The primary objective of the Engineering research is to determine the root cause of the failure.

o   Possible Causes Include:

  • Procedural Issue
  • Component Failure (Requires Strip Report)
  • Training Issue (Flight crew or Ground crew)
