When we talk about competence in the area of EASA CAMO and Maintenance Management Functions we are talking specifically about the following areas – Maintenance Planning is a function of the Continuous Airworthiness Management Organisation (CAMO), Production Planning is an Essential function of the EASA 145 organisation. Technical Records is actually required for both the CAMO organisation (Belonging to the Operator) and for the 145 organisation (Belonging to the Maintainer), Reliability is a mandatory requirement for aircraft above 13000 KG.

Driven by a number of incidents, accidents and events over the years it is apparent that the management of competence is a fundamental cornerstone to maintaining the effectiveness of the Aviation Maintenance Product.

More than 5 years ago EASA mandated in February 2010 the need to ensure competence within the CAMO workplace. Commission Regulation (EU) No 127/2010 | EASA This requirement became an organisational obligation from September 2010.

In respect of the EASA Part 145 organisation competence management requirements the process was far deeper, more involved and more specifically relevant to the job roles of the individuals within the maintenance organisation.
