Sofema Aviation Services (SAS) considers the role of Part T for a “European CAMO”

Part T applies to aircraft registered in a third country (which means a non-EU country) and whose oversight has not been delegated to a Member State.

Part T concerns the airworthiness management of aircraft that are leased for a short term (Short term is identified as less than 7 months). In particular, it accepts that for a short-term lease, the aircraft may not be “fully compliant” with all EASA requirements, instead focusing on the need to demonstrate compliance with ICAO requirements.

By the requirements of ORO.AOC.110 (a) any lease agreement concerning aircraft used by an operator certified by this Part shall be subject to prior approval by the competent authority. (Without prejudice to Regulation (EC) No 1008/2008)

The CAMO carries the responsibility for the airworthy condition of the aircraft for which it performs the continuing airworthiness management; it should thus be satisfied before the intended flight that all required maintenance has been properly carried out by a maintenance organization.

The CAMO should establish a process to verify that the maintenance organization complies with the applicable requirements of Subpart E. Essentially this means that the aircraft may be maintained by an organization that is not compliant with the requirements of EASA Part 145.

A CAMO-T (Continuous Airworthiness Management Organisation (T)) is an organization approved per Part-M Subpart G, which in addition complies with the requirements of Part-T Subpart G. In addition, the CAMO T organization may in this case accept an approval issued by the State of Registry to the maintenance organization if this complies with the ICAO Standards.

CAME-T shall contain procedures specifying how the CAMO-T ensures compliance with Part-T Subpart G.

Under AMC1 ORO.AOC.110 the operator intending to lease an aircraft should provide the competent authority with the following information:

(a) the aircraft type, registration markings, and serial number;

(b) the name and address of the registered owner;

(c) a copy of the valid certificate of airworthiness;

(d) a copy of the lease agreement or description of the lease provisions, except financial arrangements;

(e) duration of the lease; and

(f) in case of wet lease-in, a copy of the AOC of the third country operator and the areas of operation.

The above items (a) to (f) should be accompanied by a statement signed by the lessee that the parties to the lease agreement fully understand their respective responsibilities under the applicable regulations.
