Introduction to UAE GCAA Civil Aviation Regulations – Considerations provided by Sofema Aviation Services (SAS) www.sassofia.com

General Intro

Air Operator Certificate (AOC) is a certificate that authorizes an organization to operate aircraft which may consist of Air Carrier (Scheduled), Air Transport (Charter), or Private Category.

Operational Specification (OPSPEC) – Operations Specification is an authorization to AOC holder to describes their operational conditions.

Section III – Air Operations – Article 11

  • The operation of aircraft (other than UAV), shall comply with Annex II, Annex IV, CAR Part IV, CAR PART VIII, and CAR PART IX.

Article 12 – Aircraft Operators

  •  Aircraft Operators established, residing, or with a principal place of business in the UAE may be required to:

o   Declare their capability, and the availability to them of the means, to discharge the responsibilities associated with the operation of aircraft in compliance with those applicable rules; or

o   Hold a certificate.

  • The certificate shall be issued when the applicant has demonstrated that it complies with the applicable regulations for air operations referred to in Article 11
  • The certificate shall specify the privileges granted to the aircraft operator. May Be amended suspended or revoked by the CA
  • Aircraft operators referred to in paragraph may be required to:

o   Meet specific requirements, when entering into code sharing agreements or lease agreements;

o   Meet specific requirements when operating an aircraft which is registered in a foreign country;

o   Establish a Minimum Equipment List (MEL) or equivalent document providing for the operation of the aircraft, under specified conditions.

Level of Safety – Third Country OPS

  • The competent authority will ensure that the operation of aircraft into, within, or out of the UAE by an aircraft operator established, residing or with a principal place of business outside the UAE but for which the UAE carry out the functions and duties of the state of operator under the Chicago Convention, as well as the personnel and organisations involved in those operations, meet a level of safety which is equivalent to that established by this Regulation.

Related to Flight Data & Tracking

  • Where the applicable regulations for air operations so require, aircraft shall be equipped with the necessary safety-related equipment and instruments, including some or all of the following:

o   Flight recorders;

o   Means to track the position of the aircraft;

o   Means to recover flight recorder data in a timely manner in case of aircraft in distress by relying on real-time electronic communication or other appropriate technical solutions.
