Sofema Aviation Services (SAS) www.sassofia.com considers the EASA Part M Changes which impact EASA 1321/2014.

General Introduction Concerning Part M Changes

Commission Implementing Regulation (EU) 2019/1383 introduced more flexible requirements for maintenance of light aircraft established by Commission Regulation (EU) No 1321/2014.

It has also added safety risk management measures for organisations that manage the continuing airworthiness of aircraft operated by holders of an air operator certificate. (See Part CAMO & SMS for Part CAMO)

In order to move toward full compliance with the new rules and procedures, it introduced, Implementing Regulation (EU) 2019/1383 provided for transitional measures for organisations involved in the continuing airworthiness of aircraft and components.

In order to clarify the oversight requirements of those organisations, the transitional measures were amended by Implementing Regulation (EU) 2020/270 which addressed some missing or wrong references between annexes to Implementing Regulation (EU) 2019/1383 should also be corrected.

The measures provided for in these Regulations are in accordance with the opinion of the Committee referred to in Basic Regulation (EU) 2018/1139.

Introducing Part ML

Commission Regulation (EU) No 1321/2014 subject to simplified requirements corresponding to the lower risks associated with light aircraft in general aviation (Part ML applicable to private aircraft below 2730 KG (maintenance by EASA Part 145 Organisations is acceptable for such aircraft – plus other options).

Part ML Applicability (Note Part M applicable for CAT aircraft regardless of type of weight) – The requirements of Annex Vb (Part-ML) shall apply to the following other than complex motor-powered aircraft:

  • Aeroplanes of 2 730 kg maximum take-off mass or less;
  • Rotorcraft of 1 200 kg maximum take-off mass or less, certified for a maximum of up to 4 occupants.
  • other ELA2 aircraft.

Part -CAO (Combined Airworthiness Organisation)

A new organisation approval with less stringent requirements and combined privileges for maintenance, continuing airworthiness management and for airworthiness reviews and permits to fly.

Simplified aircraft maintenance programme should be introduced for aircraft other than complex motor-powered aircraft and not AOC of Air Carrier.

No requirement for SMS training for Part CAO Organisations.

Part CAMO introduction

Pursuant to Commission Regulation (EU) No 965/2012 holders of an air operator certificate (‘AOC’) are currently required to have a management system in place, including safety risk management of their activities.

Part CAMO introduces a management system, including safety risk management for organisations that manage the continuing airworthiness of aircraft used by AOC holders, should be introduced & applicable to all AOC CAMO’s.

Transition Timeframe

24th September 2021 is the cut off date after which EASA Part M Subpart F & EASA Part M Subpart G will no longer hold any validity and such approvals will cease to exist.

Changes to Continuing Airworthiness Records

A wrong airworthiness assessment of the aircraft due to incomplete continuing airworthiness records can pose a risk to flight safety. Therefore, the existing rules related to continuing airworthiness records should be amended.
