Sofema Aviation Services (SAS) www.sassofia.com considers the roles & responsibilities of the EASA Part 147 Training Manager

Introduction

The 147 Organisation offers a number of options related to the management structure, for example, the Accountable Manager may also be the Quality Manager or the Training Manager. Due to the requirement for independent Quality Assurance, it is not possible to be the Training Manager and Quality Manager.

Note: The Training Manager may also assume the role of Examination Manager.

For smaller organisations the Training Manager is not a mandatory role – in which case all mentioned activities will be performed by the  Accountable Manager and the QM must be a separate (Independent) person (Contract or Employee).

Training Manager – Terms of Reference

To qualify as Training Manager the following minimum experience and qualifications criteria should be met.

The Training Manager should have:

  • Comprehensive knowledge of EASA regulations in general, but especially PART 66 and PART 147.
  • Comprehensive knowledge of the organization’s MTOE and its training procedures.
  • Aeronautical Engineering Background either supported by a degree or an Aircraft Maintenance Engineers License.
  • Basic knowledge of quality, quality systems and auditing techniques preferably supported with formal training.
  • Able to read, write and communicate in the English language.
  • At least two years of previous proven managerial experience in the aviation training industry.
  • 5 years experience in the aviation industry with at least 2 years practical experience in an Aviation Training role.
  • Acceptable Teaching qualification (If required to Instruct).
  • Acceptable Assessing qualification.
  • Training in Human factors in aviation.

Note: The Training Manager will undertake the delegated duties and responsibilities of the Accountable Manager as necessary.

The Training Manager is responsible for:

  • Keeping the Accountable Manager informed as to the state of compliance of the organization.
  • Ensuring that the EASA Part 147 organisation conforms to the requirements of PART-147 as stipulated by EASA / CA.
  • Ensuring there is enough qualified staff available to plan, perform, supervise, examine and assess students as required.
  • Ensuring all necessary airworthiness data, published by the EASA / CA and Aircraft manufacturers as appropriate, is made available to instructors and assessors.
  • Ensuring instructors, examiners and assessors are fully trained, and assessed regularly for competence and that all records pertaining to these personnel are kept up to date.
  • Ensuring instructional sub-contract staff, including any part-time staff, conforms to the requirements of PART-147 and remains in compliance with all MTOE requirements.
  • Ensuring office accommodation and facilities are available and appropriate for the use of training staff.
  • Ensuring staff development and update training is undertaken and recorded as required by MTOE procedures.
  • Ensuring all approved courses and examinations are delivered to the standard, content and required level of knowledge.
  • Ensuring staff and training records are properly filed and secured in accordance with MTOE procedures.
  • Ensuring control, security, and availability of examination questions.
  • Evaluate examination results data and initiate appropriate remedial action.
  • Issuing course certificates to successful candidates after course completion.
  • Control and review of the Training Procedures Manual as required per MTOE procedures.
