Organisations who are starting the process of obtaining EASA Part 145 Third Country approval from July 2022 are recommended by EASA to comply fully with the provisions of Regulation EU 2021/1963 which amends Regulation (EU) 1321/2014, introducing Safety Management System (SMS) requirements for Part 145 Maintenance Organisations.

Summary of EASA Requirements

  • A management system should be introduced for all maintenance organisations falling within the scope of Annex II to Regulation (EU) No 1321/2014 (‘Part 145 maintenance organisations’) in order to comply with the International Civil Aviation Organisation (‘ICAO’) International Standards and Recommended Practices established in Annex 19 to the Chicago Convention.
  • All Part 145 maintenance organisations are required to establish an occurrence reporting system. Therefore, the provisions of Annex II to Regulation (EU) No 1321/2014 should be amended to ensure that the occurrence reporting system is established as part of the organisations’ management system and that the requirements are aligned with those of Regulation (EU) No 376/2014 of the European Parliament and of the Council.
  • To account for Part 145 maintenance organisations that are also approved as Part CAMO organisations, it is appropriate to harmonise the general provisions as well as the requirements for competent authorities set out in Annex II (Part 145) of Regulation (EU) No 1321/2014 with those set out in Annex Vc (Part CAMO) to that Regulation.

The course is required for all persons who are newly introduced to the EASA Part 145 Maintenance System including:

  • Post-holders, Managers, Supervisors, Certifying staff, Support staff and Mechanics, Technical support personnel such as Planners, Engineers, Technical record staff, Quality control/assurance staff, Specialised services staff, Human factors staff/human factors trainers, Store department staff, Purchasing department staff, Ground equipment operators.
  • Additionally for anyone who wishes to engage with the aviation maintenance system or who has an organizational obligation to ensure completion of Initial SMS & Human Factors Training.
  • The training will also be of benefit for anyone who needs to understand, manage, and support the need to fully engage with human interaction within the organisation.

The training introduces delegates to all elements of Aviation Safety Systems & Human Factors with the intention of providing a better understanding of the subject and to find workable methods to improve standards and compliance.

Its objectives are to consider and understand the implications of error, the organization’s safety culture, its procedures and safety policy, and methods of communication.
