  • Hazard Identification and Risk Management: The organization must identify aviation safety hazards linked to its activities, assess and manage associated risks, implement mitigation measures, and verify their effectiveness.
  • Personnel Training and Competence: Maintaining a workforce that is trained and competent to fulfil their tasks is mandatory.
  • Documentation: All key processes of the management system must be documented. This includes ensuring personnel are aware of their responsibilities and procedures for updating documentation.
  • Compliance Monitoring: A function to monitor compliance with relevant requirements must exist, including a feedback system to the accountable manager for corrective action implementation.
  • Regulatory Compliance: The system should address any additional requirements specified in the regulation.
  • Proportional System: The management system should align with the organization’s size and the nature and complexity of its activities, considering the inherent hazards and risks.

Internal Reporting

Provision 145.A.202 outlines the requirements for an internal safety reporting scheme within an organization. This scheme is essential for collecting and evaluating occurrences that need reporting as per point 145.A.60, as well as other internal reports of errors, near misses, and hazards that do not fall under this specific point. The scheme mandates the organization to:

  • Identify causes and contributing factors of reported errors, near misses, and hazards and address these within their safety risk management processes in alignment with point 145.A.200(a)(3).
  • Ensure a thorough evaluation of all relevant information related to these safety issues and disseminate this information appropriately.
  • Furthermore, the scheme requires organizations to manage safety concerns associated with subcontracted activities and to cooperate with other organizations on safety investigations to enhance the safety of maintenance operations.
  • The organisation shall cooperate on safety investigations with any other organisation that makes a significant contribution to the safety of its own maintenance activities.
